Mohana set aside a May 2024 order passed by the Uttarakhand High Court. The high court had previously stalled the state government’s proposal to allot 26 hectares of land in Haldwani, citing environmental concerns regarding tree cover and ordering a public referendum among lawyers and litigants. Addressing the practical hurdles of functioning out of Nainital, legal representatives and bar council officials highlighted that the current campus faces severe physical limitations. Severe traffic congestion, high accommodation costs for visiting litigants, limited parking spaces, and an absence of specialized tertiary healthcare facilities near the hill station have created persistent difficulties for judges, advocates, and citizens alike.
